Construction of Waka pipe water supply system in Palorinya Refugee Settlement Waka Parish, Itula Subcounty, Moyo District

Abstract

The Government of Uganda is committed to a policy for the increased provision of safe water supply and adequate sanitation to the whole population. Access to safe water and hygienic sanitation facilities provides a solid foundation for prosperity for all (Uganda Vision 2040). The key goal for the water sector under the National Development Plan II (2016-2020), is to provide sustainable safe water supply within easy reach and hygienic sanitation facilities, based on management responsibility and ownership by the users; access from 62% to 73% of the rural population and 77% to 100% of the urban population by the year 2020, with an 80% – 90% effective use and functionality of the facilities. Uganda is host to over 1.2 million refugees and asylum seekers. 183,771 of these refugees are settled in Palorinya refugee settlement in Moyo district (UNHCR, December 2016). The need for WASH in refugee settlements cannot be over emphasized. The expected standard for water quantity and access as adopted from SPHERE/UNHCR, and agreed on by MWE, are 20l/per person/day after emergency in a walking distance of 1km for point water sources and 300m for tap stands. The December 2017 UNHCR report put coverage figures for Palorinya settlement at 15.9 l/c/day, falling short of the required 20l/c/day by 4.1 l/c/day. In support of the above national vision and objectives, and the UNHCR/MWE WASH Strategic Operational Framework for Ugandan Refugee Operations (UNHCR/MWE, APRIL/MAY 2017); IOM, in partnership with Development partners and Moyo District Local Government intends to construct a piped water supply scheme to supply water to the refugee communities in Palorinya settlement, Waka Village, Waka Parish, Itula Sub-County, Moyo District. The project water source (borehole) is located at Morobi Village at coordinates Latitude 3o23’48.18”N, Longitude 31o33’7.79”E. The population of the project area was obtained from data collected during desk study i.e. the 2014 national Census data (UNBS 2014). The total household population of the supply area is 3,150 people. Using the population growth rate of 3.03% (from UBOS 2014), the future year (2028) projected population is 4,316 people and the ultimate year (2038) projected population is 8,104 people based on a design period of 20 years.
