dc.description.abstract | The influence of European Union in the democratization process of Uganda is more than a decade. The European Union has focused on promoting its key interests and among them is external policy of promoting democracy. This study examines the role of European Union in the democratic process of Uganda from 2005 to 2016. The specific objectives sought were: To evaluate the European Union democracy support to Uganda, assess the extent to which Uganda has implemented the principles of democracy amidst EU democracy support, examine the challenges faced in Uganda despite EU democracy support in Uganda and discuss whether elections held in Uganda with the support of EU make the country to qualify as a democratic country. Despite the fact that money and technical support have been given by the European Union, democracy has challenges that include: Political intolerance, militarization of Ugandan politic, corruption, elections malpractice, and inadequate political space for those in opposition. Low literacy level, lack of accountability. A cross-sectional research design was used to collect data from 32. This was achieved through key informants’ interview. The Democratic Governance Facility (DGF) in which EU is a founder member since its launching in 2011 has contributed a lot financially in the democratization process of Uganda. For example, its total expenditure in financial year 2011/2012 was 25,821,886,904, financial year 2012/2013 was 53,323,237,202, and financial year 2013/2014 was 73,979,744,784 and 2014/2015 had a total expenditure of 92,511,711,504 Ugandan Shillings to support democracy in Uganda. However, the country is yet far fully implementing the principles of democracy. It was found that the regular elections held in the country do not qualify Uganda as a democratic country but the fact that there is democratic institutional frame gives hope for the country’s future. | en_US |
